Licking them in cold, dry weather will chap them... esp. if it's windy.
Drinking water helps to hydrate your entire body including your skin. I try to up my water intake when I am sick or when it's arid. Seems to help and my lips don't get as chapped in the snow here when I do.

keep your lips hydrated using anything BUT your tongue. if you use your tongue, your lips will feel better for a few but then they will get drier than before. drink fluids, pat some water on your lips, use vaseline, anything that won't burn your lips or taste nasty...
